Short answer: pick the lightest compression level that gets you under the limit you are fighting, not the strongest one available. Most oversized PDFs are heavy because of scanned pages and high-resolution images, and a moderate setting usually removes enough weight while leaving the text crisp.
"Without losing quality" needs one honest qualification. PDF compression works by storing the images inside the document more efficiently, so there is always a trade-off between size and image fidelity.
