About the format
HEIC is the container Apple has used for photos since iOS 11. Inside it the picture is compressed with HEVC, the same technology as H.265 video, which is why a HEIC photo takes roughly half the space of the equivalent JPG at the same visible quality.
That efficiency has a cost. HEVC is patent-encumbered, so support spread slowly: Windows asks for a paid codec extension, plenty of Android phones and older programs refuse the file outright, and many websites and print services reject it at upload. JPG has none of those problems, which is why converting is usually simpler than fighting the format.
Use cases
A HEIC attachment often will not preview at all on a Windows machine without an extra codec from the Microsoft Store.
Government portals, job sites and insurance forms almost always accept JPG and almost never accept HEIC.
Print shops and photo services work from JPG. So does every image editor that predates the format.
Privacy and responsible use

People expect a converted file to shrink, and the opposite happens: the JPG is often close to twice the size of the HEIC it came from. Nothing has gone wrong. JPG is simply a less efficient format, and the same picture needs more bytes.
Converting means decoding the HEVC picture and encoding it again, so one generation of quality is lost in theory. At the default quality of 90 that loss is invisible at normal viewing sizes. If the resulting files are too large, run them through the image compressor afterwards.
